Neal was born in Fort Wayne, Indiana, and grew up just south of Auburn in Decatur, graduating from Bellmont High School. Neal attended Indiana University in Bloomington, receiving a Bachelor's Degrees in biology and psychology. After completing his undergraduate work, Neal remained at Indiana University in Bloomington, where he obtained his Juris Doctorate degree.

While in law school, Neal competed in the Sherman Minton Moot Court Competition and clerked for the Honorable Gerald Zore of the Marion County Superior Court. Neal also worked for the law firm of Applegate, McDonald and Koch, P.C., in Bloomington, during law school.

Neal came to Mefford and Weber in 2003 and is licensed to practice in the State of Indiana and the United States District Court for both the Northern and Southern Districts of Indiana. Neal is also a Deputy Prosecuting Attorney for DeKalb County, Indiana, and an Assistant City Attorney for the City of Auburn, Indiana.

Neal resides in Auburn and is a member of the DeKalb County and Indiana State Bar Associations. He is also a member of the National Academy of Elder Law Attorneys.

Outside of the office, Neal is active in many civic organizations, including membership on the Board of directors for the DeKalb County Visitors Bureau, DeKalb County chapter of Habitat for Humanity, and Woodlawn Cemetery. Neal also enjoys playing golf, reading, and cheering for Indiana Hoosier athletics.
